    Mobile applications , Portals and Dashboards developed by NIC Kerala for the Parliament Elections 2019

    The Mobile Applications Poll Manager, eDooth and Queue Status Checker along with Poll Manager Portals and Dashboards designed and developed by NIC Kerala in consultation with the Chief Electoral Officer (CEO) and District Electoral Officers (DEO) were launched and implemented in Kerala for the Management of Polling Activities during the Parliament Elections 2019 with significant results.

    Poll Manager – Software Features
    Poll Day Reporting Module (Poll Manager), Contact Search facility, Chat, Message Broadcast, Online Complaint Redressal Mechanism, FAQ and Download Centre, SOS message handling are the major features of Poll Manager and e-Dooth. Additional special features were embedded in eDooth Mobile App for use in Kozhikode.
    A web portal,”Poll Manager Dashboard” was developed to give real-time reports to AROs, DEOs and CEO. The Poll manager dashboard assisted as a centralized tool for all authorities in the election process.
    The Poll Manager is a Mobile Application and Web Application for the Poll Monitoring on the Day of the Poll. The Poll Day monitoring activities included 19 defined milestones starting from the penultimate day of the poll when the polling party departs from the polling station and closes when the polling party departs from the Polling station after the polls.
    The Poll Manager App also facilitated a communication plan using which a Sector Officer, presiding or First Polling Officer can contact any of the concerned officer over phone.
    The Poll Manager App home screen had a ‘SOS’ button which can be used at emergencies by the Presiding Officer or First Polling Officers.

    SMS facility was effectively used for sending Poll Duty intimation to all polling staffs regarding their booth details. The scope of Information Technology has been explored at all possible levels to ensure close monitoring and prompt follow-up actions during the elections. In case there is any issue with internet connectivity or network issues, an SMS based poll monitoring system also prepared as a failover mechanism.
    Poll Manager in Action
    The service of the ‘Poll Manager’ began soon after the polling officials started from the Distribution Centres on Monday (22/04/2019). Linked with the Kerala Polls web portal, the app has mandatory provisions to feed answers to 19 questions, including the time when the officials started from the distribution centre and the time they reached the polling booth. The polling official could move from one question to another only step by step, without skipping any. The Mobile App has option for uploading the details of polling every hour which is linked to the state web portal.

    The number of voters waiting in queue at the end of the polling time (6 p.m.), the time of completion of voting process and total votes polled were uploaded on the app in time, which made the district-level processing of the data easier. It was either the presiding officer or the first polling officer who had uploaded the details on the app from the polling booth. In case of any issues in operating the software by PRO/PO1 provision was also provided to SOs to send data on behalf of polling stations under him.

    Poll Manager Mobile App has option to send SOS messages to the election control room if there were any hindrances to the polling process. Polling officials used this facility on Tuesday to report law and order issues, technical snags of VVPAT machines and power failure, which were rectified immediately. These issues were monitored at State Level in CEO Control room as well as at DEO level special control rooms at respective districts.
    Polling officials of many polling stations used the Poll Manager Mobile App during the process which helped the district collector to intervene in the issues and ensure speedy resolutions.
